Owendo has deep water, but not where your container lands. The container terminal works at around 11 metres of draft. The New Owendo International Port, opened in 2017, offers a 500 metre quay at 13 metres, the only genuinely deep berth in the country, but it is built for bulk and conventional cargo: timber, grain, palm oil, hydrocarbons, roll-on roll-off. The large container ships from Asia therefore do not call at Libreville and the goods arrive by transhipment. Ask your forwarder which hub relays your cargo, how often the feeder runs, and what happens if a connection is missed: here a missed sailing costs more than a day at sea. Port-Gentil, meanwhile, lives off oil and offshore work.

Currency and regional trade rules

The Central African CFA franc is pegged to the euro at a fixed rate, so your currency exposure is limited to the supplier invoice in dollars. The real bottleneck is banking. CEMAC exchange control rules require, above a value threshold, that the import operation be domiciled with an approved credit institution before the transfer goes out, while the Chinese supplier wants his deposit as soon as the order is confirmed. Have your bank confirm the threshold and open the domiciliation before you negotiate your payment terms, not after. The goods remain of Chinese origin, so no tariff preference applies.

What drives the cost

  • Volume and weight. Sea freight is priced on the greater of the two, so light bulky goods cost more than their weight suggests.
