Peak season before Chinese New Year, port congestion and vessel roll-overs all push these numbers up. Plan with the top of the range, not the bottom.

Why this route works the way it does

For general goods, Rwanda settles conformity after arrival rather than before loading. Declarations, agency permits and RICA inspection all run through the Rwanda Electronic Single Window, and goods of non-EAC origin need a certificate of analysis rather than a certificate issued in the country of supply. High-risk categories clear on conditional release or release under seal, so the container moves inland while you are still barred from selling out of it.

Which port can actually receive your ship

Kigali is over a thousand kilometres from either sea gate, so the sea days stop at the port and the road bill is priced separately. The Central Corridor from Dar es Salaam is the shorter run, about 1,400 kilometres, crossing at Rusumo. Mombasa on the Northern Corridor is further again, through Uganda and Gatuna, and typically still carries the larger share. That choice carries paperwork: Kenya's advance cargo declaration, live since August 2026, is filed at origin before loading, and the notice does not say whether Rwanda-bound boxes landed at Mombasa are caught. Confirm before booking. Inland, containers are stripped and cleared at DP World's depot outside Kigali. Ask which corridor, which crossing, and who pays to return the empty.

Currency and regional trade rules

The Rwandan franc is not pegged and has lost ground against the dollar year after year, so the rate you modelled at order time is not the rate you clear at. Rwanda applies the EAC common external tariff, and Chinese origin earns no preference under EAC or COMESA rules, so confirm the rate for your own goods before you commit to a price list. If you plan to move stock on into Goma or Bujumbura, Rwandan clearance buys you nothing there: that is a fresh import, with its own cargo tracking note and its own agent.

What catches importers out on this route

Rwanda's packaging rules reach into your purchase order, and no neighbour's do. Law 17/2019 prohibits manufacturing, importing, using or selling plastic carry bags and single-use plastic items. Woven polypropylene and home compostable items are the way through, but they need prior authorisation, not good intentions. Separately, Law 010/2025, in force since 1 July 2025, applies an environmental levy on the customs value of listed imported goods packaged in plastic: clothes, shoes, soaps and toilet paper among them. Brief your supplier before production starts, and check the list, because a ministerial order can move it.

How the process actually works

  1. 1Define the product precisely: specification, materials, packaging, quantity and target unit cost. Vague briefs are the single biggest source of wrong goods arriving.
  2. 2Identify and verify suppliers. Company registration, export history and factory type matter more than a polished profile page.
  3. 3Sample and approve before production. Approving a physical sample gives you something concrete to inspect against later.
  4. 4Inspect before the goods leave China. Once a container sails, a defect becomes a freight problem instead of a production problem.
  5. 5Book freight and prepare documents together, not one after the other. Missing paperwork is what holds cargo at destination.
  6. 6Clear customs in Rwanda and arrange the final leg to your warehouse in Kigali.

What drives the cost

  • Volume and weight. Sea freight is priced on the greater of the two, so light bulky goods cost more than their weight suggests.
  • Full container versus groupage. A full container is cheaper per unit, but only if you can actually fill it.
  • Season. Rates rise sharply in the weeks before Chinese New Year and during peak shipping periods.
  • Incoterms. FOB, CIF and DDP shift very different amounts of cost and risk onto you, and quotes are rarely comparable until you check which one you are being given.
  • Duties and taxes at destination, which depend on the HS code of your specific goods.
