Why this route works the way it does

Dar es Salaam is the sea outlet for Tanzania and for Zambia, Malawi, Rwanda, Burundi and eastern DR Congo, so sailings are frequent. It is also more tightly regulated than the gateways around it. Under Government Notice No. 184 of 2025, the state corporation TASAC holds exclusive clearing and forwarding rights over a defined list of goods on the mainland, mineral concentrates and mining chemicals among them. Which port can actually receive your ship

Dar es Salaam is not the draft-limited port it is still described as. The Tanzania Ports Authority says berths 1 to 7 now stand at 14.5 metres chart datum, and that vessels of up to 305 metres length and 14.5 metres draft can work there with no tide restriction. So a big ship reaching you is no longer the constraint. The question is whether your quoted rate sits on a direct service or on a transhipment string through Salalah, Jebel Ali or Colombo, because the fast and slow ends of that transit range are really two different routings. Ask before you book. Note also that Zanzibar is a separate customs territory: clearing there does not clear goods into the mainland.

Currency and regional trade rules

The shilling floats with no peg, and duty and VAT are assessed in shillings on a customs value converted at the rate applied on the day you clear, so the cost you budgeted when you paid your supplier is not the one you settle. Tanzania sits in both the East African Community customs union and SADC, so one port feeds two blocs, though a preferential rate has to be claimed with origin paperwork, not assumed. If goods continue to DR Congo, OGEFREM requires a FERI and a certificate of destination before arrival, and boxes wait at Dar without them.

What catches importers out on this route

Tanzania does not require an ECTN, BESC, BSC or CTN. Burundi and DR Congo next door do, and so do many other African markets, so importers and even some forwarders assume Tanzania is the same and pay a reseller for a document that does not exist here. If a cargo tracking note appears on a quote for Dar es Salaam, challenge it. What is mandatory, for goods in a regulated category, is a TBS certificate of conformity issued before the container leaves China. That cannot be fixed after arrival.

What drives the cost

  • Volume and weight. Sea freight is priced on the greater of the two, so light bulky goods cost more than their weight suggests.
  • Full container versus groupage. A full container is cheaper per unit, but only if you can actually fill it.
  • Season. Rates rise sharply in the weeks before Chinese New Year and during peak shipping periods.
  • Incoterms. FOB, CIF and DDP shift very different amounts of cost and risk onto you, and quotes are rarely comparable until you check which one you are being given.
  • Duties and taxes at destination, which depend on the HS code of your specific goods.
